First we must understand that Wampp,xampp,lampp are just a bundle of software which includes, Apache server,sql,sqllite,php and other things. First create a sql database and remember the name of it and the password and name you used to create it. You will need this for install.
1 Localhost means your computer you are working on in front of you.

4. If it is a skin that you want to install, then you must visit the oscommerce site and download the newest version of oscommerce 2.2 rca. You will have to find out which you have a skin are full template.
Easy way is look at the zip. If it is less than 2 or 3 mb"s it will be a skin.
5. Upload your skin or template to your desktop
6.unzip the template to  For this example, '/usr/local/apache/htdocs/' is used as the webroot path of the Apache webserver. This is not for a skin. 8.After unziping the template find the folder catalog\install and open it find the file install.php open it. in your web browser type http:\\yoursite\catalog\install  for web base install for locahost just type http:\\localhost\catalog\install and follow instructions.
8. On windows just find the htaccess file on your root and install the template there for local host if using a apatche server. For windows server just unzip to the NFRoot it will create its on folder.If you want your site to be http:\\yoursite.com  instead of http:\\yoursite.com\catalog just copy all the files in the catalog folder and paste them to NFRoot in windows or any server.
Note most of these templates have a different name than catalog such as osc,a number, or just about any name. so after you unzip the files to the htaccess or root and find the folder that has foders in it named Admin,images,includes,install.
9.More notes- PHP,mysql,and server installed and running to make this work.
10. If you receive any error messages post them here and I will give you the fix.
